In December 1998, the Sheriff began using three new, multiple-site, simulcast duplex repeat "channels," the mix of which includes existing and newly-licensed radio frequencies. The system went up in "analog" mode at first, with hopes to go into "digital" mode later. The new system was phased in starting on December 8, 1998 with a new "Control 1," followed by a new "Control 2" the next day.
Scanner listeners note: the "output" frequencies for the new "Frequency 1" and "Frequency 2" are the same as the previous "Frequency 1" and "Frequency 6." The difference is that scanner listeners can now hear all mobile and portable units on Frequency 1, as it is a multiple-site simulcast system. Subsequently Frequency 2 went "digital." Scanner listeners cannot hear anything intelligible on Frequency 2 (or Frequency 3) because the audio signals are digitally scrambled, unless you have a scanner capable of receiving APCO 25 digital signals. It is known that the Sheriff's Department is considering upgrading Frequency 1 to digital, but it is not known when that might occur.
Also heard on Sheriff's frequencies are 4A, 4K and 4U units (District Attorney's Office), Com 50 (University of California at Santa Cruz - Lick Observatory resident officer), AMTRAK Police units, and others.
